Make it possible for users to give rooms a rating, either a negative rating or a positive rating. Make the population of the room negate the positive rating the room got.

So then it would be like.
planet ✬✬✬✬✬ minus amount of users 15=?
nlobby4✬✬ minus amount of users 8=?
misc✬ minus amount of users 5=?
artschool ✬✬✬✬ minus amount of users 2=?

So even though artschool is almost empty it'd appear probably at the top due to it's high rating and how few users there are in the room. Of course this would change when the room fills up, but usually good rooms with good moderation...aren't full of people because most people thrive on chaos and stupid moderation etc etc.

This would be a good way to ensure that bad mods and trolls end up at the bottom of the list and good mods and productive rooms end up at the top.

Would like to add that a full room is usually around 20 or so people, so if that room has 5/5 stars. It would loose 2.5 stars due to it's high population. Then a less populated room with maybe 4 people and a good score of maybe 4/5 stars would rise above it and users too lazy to scroll to the bottom of the list would join the room on top. A split would occur and eventually rooms with good mods and who are productive would outclass the "popular" rooms due to having a good score. Sometimes rooms have a lot of users, almost 30 and that would drop the room rating so low that it would end up on the bottom of the list and the population would spread.

One rating per room per ip of course. Five by five stars isn't necessary, one could use some other rating system but as long as you can see how well rated it is.

Now that I think of it, one rating per registered account AND ip would be much better. Then one would be able to avoid most of the troll ratings.
