You may be in a 'classic' room.
Classic style rooms do not have as many bells and whistles, as it confuses some users.
The room owner gets to set what type of a room it is.

If you would like to use a more advanced mode, join a room with the 'layers' or 'blendmode' room type.

Alternatively, if you can not find one you like, you can always register and start your own room with the advanced tools enabled.
