I have a tablet and I can't download the app.

I have a Samsung Galaxy Note 8.0 tablet and it won't let me download the app on it, it keeps saying that "file cannot be opened". Please let me know how I can download the app, otherwise I'm unable to use Flockmod. I must have tried a thousand different things already, please give me an answer soon, @ the people who run this.
Yes I have downloaded Adobe AIR (it doesn't help lmao), yes I allow downloads from unknown sources, and yes I tried all he versions possible for download.
